Teen claims mum inserted chilli into her private parts

A 13-YEAR-OLD girl from Butterworth is claiming that her mother inserted chilli into her private parts, Guang Ming Daily reported.

The girl was spotted wandering around the town with her school bag on Wednesday night.

When approached, the girl refused to go home and remained silent, it reported.

The girl later told the police that she was tortured by her mother who had inserted chilli into her private parts.

However, the mother denied this when she was called by police.

The girl refused to go back to her mother and stayed at a neighbour's house overnight.

A RM4mil gift to Penang

A BUSINESSMAN has donated a 0.8ha plot of land worth RM4mil in Mak Mandin to the state government to construct a 500m-long road linking Mak Mandin and the Raja Uda township.

Datuk Goy Chiap Thuan of Chiap Thuan Holdings Sdn Bhd said he decided to give away the piece of land as it was for a worthy cause.

“The purpose is to build a new road to help divert traffic flow, especially from the busy Jalan Raja Uda.

“And, I did not have any earlier plans to develop this vacant land, which was covered with undergrowth,” he said after Chief Minister Lim Guan Eng inspected the road’s construction work in Butterworth yesterday.

Lim said the road, which connected Jalan Mak Mandin in Mak Mandin and Lebuh Bunga Tanjung in Taman Tanjung Aman, Raja Uda, would be ready by August.

“We had earlier spent RM5.7mil to construct the 1km-long Jalan Bagan 29, which connects Jalan Siram and Taman Bagan,” he said.

On a different matter, Lim said the state was prepared to construct a pair road linking Jalan Bagan 29 to a flyover in Jalan Jelawat, Seberang Jaya provided the Federal Government gave its assurance not take legal action against the state.

“This pair road would be an ideal alternative to those who want to avoid paying toll at the Sungai Nyior toll plaza.

“However, the highway’s concession holder can sue us for ‘leakage’ of traffic from the toll plaza area due to this pair road,” he said.

Lim said the cost to construct this road stretch was estimated at RM14mil.

SMS your way to a rubbish-free Seberang Prai

SEBERANG Prai residents can now text their local council via Short Message System (SMS) to complain about unsatisfactory garbage collection services in their neighbourhood.

Municipal Council president Farizan Darus said the system was introduced to enable the council to attend to the complaints more efficiently and effectively.

“This system will enable us to monitor the contractors engaged to collect the garbage as well as ensure the cleanliness in the municipality,” he said.

He said the system would ensure a clean and hygienic environment.

Farizan said the complainant must state his name and the time, date and location where the services were unsatisfactory in the SMS report.

The SMS can be sent to 0195140004.

“A reference number will be generated with every complaint received to enable the complainant to check the status of his report,’’ he said.

To check his complaint status, he said a user could type ad, followed by the report number and send it to the same handphone number.

Faizan said an immediate reply would be generated to the complainants.

He said the council had also switched its cleanliness monitoring system at the council’s Urban Services Department.

“Instead of a zoning method used previously, we now go according to the state constituencies,’’ he said.

He said each constituency would have an assistant health officer to monitor and oversee the garbage collection operations.

Faizan said the council would look and rectify each complaint within three days.

“On the third day, the council’s special squad will be deployed to remove the uncollected garbage if the appointed contractor fails to act two days after the complaint is made,” he said.

He said the council would charge the contractors for the task.

“We will deduct their monthly payment when we do the job,” he said.

One year for MPSP’s coffers to be in the black

ALTHOUGH the Seberang Prai Municipal Council’s (MPSP) RM15.47mil deficit budget for 2009 was endorsed, its councillors expect improvement within a year.



Councillor Soon Lip Chee said he was confident the council could attain profits by the end of 2009.



“Under the Pakatan Rakyat, we have set up ad hoc committees to monitor loss of revenue from illegal banners, uncollected parking fees, factories without licences and collection of assessment arrears,” he said.



Councillor Mohd Fadzil Kemi said it was important to have an efficient monitoring system to ensure the council’s budget was well managed.



“We no longer want to hear cases of illegal factories which have been operating for 35 years to be fined only twice.



“We must also review the weighing system at the Pulau Burung landfill to reduce paying huge money to dispose of domestic and non-scheduled industrial waste there,” he said after council president Farizan Darus tabled the council’s Budget 2009 at the council headquarters in Bandar Perda, Bukit Mertajam yesterday



Councillor Goh Choon Aik called on his colleagues to monitor the council’s expenditure in 2009 as well as to work hand-in-hand to increase its revenue without burdening the people.



“I hope the council could apply to Tenaga Nasional Bhd to reduce the tariffs for street lighting, which is meant for the public.



“Presently, we spend about RM4mil annually on this,” he said.



Another councillor Zaini Awang said the council should continue to be prudent with its expenses despite the fact that the deficit would be borne by the state government.



“Let us not take things for granted. Instead, we should implement pro-active measures to avoid incurring a deficit budget in 2010,” he said.



Councillor Amizudin Ahmat said it was a big challenge for the present state leadership to get the council to be thriftier now, after having been quite extravagant in the past.



“My biggest concern is that when pressed to be thrifty, the council may end up burdening the people who are already suffering because of the global economic down trend.” he said.

Bagan Township Abandoned

As we could see today the Bagan township situated in the heart of Butterworh has been widely abandoned by most federal government departments and agencies who had either shifted to Bukit Mertajam or Kepala Batas.

Most of these agencies shifted without giving prior notice to the population and hence, most of us were left in the dark, searching for certain offices and agencies without first knowing its actual locations.

Ever since the federal government's withdrawal from the Bagan township, the area has been left out and had since turned into a quiet and most areas were unlively like it has been previously. So why are the feds abandoning the Bagan townfolks. Their reasons to centralise their federal administration offices and to reduce cost were in fact unreasonable and a way too simple to be accepted by most of us.

Is it because the Bagan parliamentary constituency has been long an opposition stronghold and knowing that the fact the Bagan townfolks wanted a check and balance to continue effectively, the population were punished by moving away most of the public administrations.
